Bac Lieu is linked to composer Cao Van Lau, author of "Da co hoai lang"—the foundation of Don ca tai tu, recognized by UNESCO as an Intangible Cultural Heritage of Humanity in 2013. The project proposes a large artificial beach with a central performance stage to promote Southern arts and culture.

The existing beach, mangrove forests, natural canals, and new scenic waters are connected into a continuous hydro-landscape system, intertwining with a golf course, camping, accommodations, entertainment, and resorts. The project is oriented as an eco-tourism urban area, preserving unique cultural identity and promoting sustainable development.
